About Finewineandgoodspirits.com
FineWineandGoodSpirits.com (the "FWGS website") is an e-commerce store owned and operated by the Pennsylvania Liquor Control Board ("PLCB"). The PLCB makes many wine and spirits products or items available for purchase through the FWGS website. Customers may choose to have orders shipped to any Pennsylvania home or business address (with the exception of P.O. Boxes), or to a physical Fine Wine & Good Spirits store location operated by the PLCB ("FWGS physical store location") for pickup.

Any and all use of the FWGS website is governed by the Terms of Use and the Privacy Policy.

How do I search for or find products?
You can search for or find products on the FWGS website in several different ways.

You can immediately begin browsing featured selections or our popular Chairman's Selection® products on the FWGS website homepage.

You can also search for products by category. To do so, simply place your cursor over one of the menu tabs at the top of the homepage, and then select the product category that you are interested in. (For example, if you place your cursor over the "Wine" menu tab, a list of categories will appear including "Red", "White", "Other", "Chairman's Programs", "Gluten Free", "Organic Wines", "Collector's Corner", "Online Exclusive Wine", and "PA Wines".) You can then continue to refine your search by selecting a varietal or spirit type and by using the filters on the left-hand side of all product pages.

Alternatively, you can search by product name or PLCB Product Code using the search box at the top of any page.

(Hint: Search results will appear in order of availability, but you can sort them by using any of the filters located on the left-hand side of all product pages. You may also sort by price or name and change the number of items displaying per page by selecting from the drop-down menus at the top of each page.)

How do I place an order?
It's easy to place an online order using the FWGS website. Simply place items in your shopping cart and proceed to checkout. You will be asked for your e-mail address, billing information and delivery or pickup location. You may also opt to set up a Quick Checkout profile at that time, so on your next visit with us, your checkout process will be even faster.

(Note: If you are interested in purchasing an item that we regularly carry at our FWGS physical store locations, you can visit a physical store location to make your purchase; there is no need to place an order online. You can use the "Locate Store" feature in the product listing to check availability and find a store near you.)

What methods of payment are accepted?
The PLCB accepts Visa, MasterCard, Discover Card, or American Express credit card payments for any purchases made on the FWGS website.

How can I check on the status of my order?
You can review the status of any order by placing your cursor over the "Account" menu tab at the top of every page, logging into your account, and then selecting the "Orders" link. You will also receive an e-mail from UPS once your order has been picked up from the PLCB's fulfillment center. The e-mail will contain a tracking number and a link to the UPS website, where delivery status can be monitored.
Can I place an order to be sent as a gift?
Gift orders can be placed on the FWGS website. To order a gift for someone else, you will need to supply the person's name, contact information, and a delivery location within Pennsylvania. You may also include a gift message during the checkout process-don't worry we will never include the pricing information with a gift shipment. The gift recipient will receive an e-mail from UPS when the gift order has been shipped from the PLCB's fulfillment center. The e-mail will contain a tracking number and a link to the UPS website, where delivery status can be monitored.
Are my purchases subject to sales tax?
All sales made by the PLCB are subject to the applicable state sales tax (currently 6%), as well as any applicable local sales tax, in effect at the time of the transaction. The applicable state and local sales tax will be calculated and added to orders at the time of checkout. Please note that shipping and handling fees associated with purchases made from the PLCB are also subject to sales tax.

How do I participate in a Limited-Release Lottery?
Limited-Release Lotteries give Pennsylvania residents and licensees the opportunity to purchase wine and spirits products that are released by manufacturers or suppliers in limited allocations and generate considerable consumer demand. Help & FAQs for Special Orders (SLO):

How do I order Special Order products?
As of Oct. 1, Special Order products must be ordered through this website, FineWineAndGoodSpirits.com. Special Order products are designated with a Special Order logo and may be added to your online order by selecting "Add to Cart," followed by "Checkout."
How long will it take for me to receive my Special Order?
Delivery times vary based on the supplier's shipping time. Suppliers have up to 30 calendar days following approval of an order to make the order available for pickup in a Fine Wine & Good Spirits store.
When will I be charged for my Special Order?
A hold will be placed on your credit card when you submit your order, and your credit card will be charged when your Special Order is shipped.
How do I know that my Special Order is in stock and available for delivery?
After placing your Special Order online, you will receive a follow-up email notifying you whether the supplier accepted the order or is unable to fulfill the order and, consequently, rejected it.
Are Special Orders available for home delivery?
No, Special Orders are not available for home delivery. All Special Orders must be picked up in store. You may select the Fine Wine & Good Spirits store to which you want to have your Special Order delivered at the time of checkout.
Are online Special Orders available for businesses or organizations with a liquor license issued by the PLCB only, individual consumers only or both?
Is there a minimum purchase requirement needed to place a Special Order online?
There is no minimum purchase requirement.
How are Special Orders delivered? Will there be a tracking number available?
Each supplier determines how it will deliver Special Orders to Fine Wine & Good Spirits stores for pickup. Some use common carriers, in which case a shipment tracking number will be provided, while other suppliers may deliver the orders themselves. If a tracking number is available, it will be emailed to you as soon as it's provided by the supplier, otherwise an estimated delivery date will be provided. Lastly, you will receive an email once your Special Order has arrived at the Fine Wine & Good Spirits store you selected. You will have 15 calendar days to pick up your Special Order before the order is cancelled and a processing fee is deducted from your refund.
Can I use my FineWineAndGoodSpirits.com account and saved credit card on file to order Special Order products online?
Yes, and you can combine regular orders with Special Orders in the same shopping cart and check out at one time. However, regular online orders and Special Orders will be processed and delivered separately.
Do I have to be a Pennsylvania resident to place a Special Order online?
Anyone age 21 or older can order Special Order products online regardless of residency, though you will have to pick up your Special Order at a Fine Wine & Good Spirits store located in Pennsylvania. If you are not a Pennsylvania resident, we also encourage you to familiarize yourself with your state's laws regarding the transport of alcohol into your home state.
If I change my mind and want to cancel a Special Order, can I get a refund?
While each supplier determines its own policies and procedures for accepting Special Order returns, which will be explained within each Special Order, Fine Wine & Good Spirits will only accept returns up to 30 calendar days from the Special Order pickup date.
